    The post holder will form part of the Educational Team of Mayo, Sligo and Leitrim ETB together with representatives of second level Principals, Adult Education Officer(s), the Senior Management Team and the Education Officer, under the leadership of the Chief Executive.

     

    The post will be located in one of the following ETB offices:

    Head Office – Castlebar, Co. Mayo.

    Sligo Sub-office – Quay St., Sligo.

    Leitrim Sub-office – Carrick-on-Shannon.

     

    The post holder will work closely with the Chief Executive who also leads an Administrative Team consisting of an Education Officer and two Heads of Department:

    Head of Finance

    Head of Human Resources.

     

    Secretarial support for the Educational Management Team will be provided by Head Office.

     

    The post offers an opportunity for an educational leader with vision, energy and communication skills to become part of an enterprising and developing education service for the people of Mayo, Sligo and Leitrim.     1. Mayo, Sligo and Leitrim ETB

     

    Mayo, Sligo and Leitrim ETB is a statutory local education authority operating under the terms of the Education & Training Boards Act, 2013, the Education Act, 1998, and the Further Education & Training Act, 2013. The Board provides mainstream second level education in 19 Post Primary schools and colleges, Post Leaving Certificate programmes, Outdoor Education in Achill Outdoor Education Centre, a complete range of Adult and Community Education programmes in dedicated Adult & Further Education Centres throughout the region and part-time provision for adults in numerous schools and communities.

     

    The integration of SOLAS functions, 2 Training Centres in Sligo and Ballina and all other SOLAS operations will take place with effect from the 1st July, 2014.

     

    The Board’s educational and training remit extends from the Drowes river near Bundoran to the Erris peninsula in the west, down to Killary Harbour and across to Carrigallen on the west Cavan border.

    Post of Adult Education Officer (Acting)

    Job Description

    1. Nature of Post

    The appointment is subject to the terms of the Department’s initial letter of sanction dated the 26th May 2014 and in particular the following:

    • E.T.B. Management must confirm that the filling of this post is absolutely essential for the effective transformation and reorganisation and integration of ETB functions.

    • E.T.B. Management must confirm that the temporary filling of this post will not lead to permanent posts without competition.

    • E.T.B. Management must confirm that the temporary filling of this post can be funded from within existing resources.

    • E.T.B. Management must confirm that there is no entitlement as a result of acting of this post.

     

    1. Qualifications

    Candidates should hold qualifications recognised by the Department of Education and Skills for the purposes of appointment as teachers in post-primary schools, and would be expected in addition to have a capacity for, and suitable experience in Adult Education and/or Community Development.

    Remuneration

    Since this position is for an “acting” post, the relevant “acting up “ allowance will be paid to the successful candidate in accordance with the rate authorised by the Minister for Education & Skills.

     

    Hours of Attendance

     

    A.E.O.’s will be conditioned to the same weekly working hours as apply generally to administrative staff in the E.T.B.’s as per Circular Letter 0008/2014. Attendance will be required during normal E.T.B. office hours and at such other times as are necessary for the delivery of the Adult Education Service.

    Attendance outside of normal office hours will be by prior agreement with the Chief Executive Officer as will the offsetting of such attendance against normal office hours attendance.

    1. Superannuation

    Service will be pensionable in accordance with the Local Government Superannuation Acts.

     

    1. Annual Leave/Sick Leave/Maternity Leave

    Leave may be granted in accordance with the conditions laid down by the Minister for Education and Skills from time to time.

     

    1. Duties

    7.1 To participate, under the direction and advice of the Board’s Further Education and Training Committee and its Chief Executive, in the organisation and supervision of any activities which may be Involved in or arise out of the appointment within the Board’s Scheme, as the Board may decide.

    The specific duties will include the following:

    1. To identify out-of-school and part-time educational needs of the scheme area.

     

    1. To monitor and be accountable for the existing provision of courses and facilities.

     

    1. To facilitate co-operation between agencies and services engaged in the provision of out-of-school and part-time education.

     

    1. To manage and co-ordinate the following Adult and Further Education provision:

    • Adult Literacy provision

    • B.T.E.I.

    • V.T.O.S.

    • Youthreach

    • Adult Education Guidance Initiative

     

    1. To prepare for the Further Education and Training Committee a draft annual programme of Adult and Further Education provision which will be forwarded to the Board for approval.

     

    1. To organise and manage the programme as proposed by the Further Education and Training Committee and approved by the Board, under the direction of the Chief Executive.

     

    1. To provide an information and advisory service on Adult and Further Education and to publish a Directory of same for the E.T.B.

     

    1. To liaise and co-operate with the Training Services Section of the E.T.B. in the preparation of the integrated annual Further Education and Training Plan for the E.T.B.

     

    1. To prepare an Annual Report on the Adult and Further Education programme for the E.T.B. and the Minister for Education and Skills.

     

    1. To liaise with local economic interest in relation to the organisation of courses for the provision of skills needed for local development and to co-operate with other local statutory and voluntary organisations, especially with those with a particular interest in Adult and Further Education.

     

    1. To prepare a protocol in association with the Training Services Section and the Department of Social Protection in relation to referrals to E.T.B. Further Education and Training programmes and courses.

    7.2 To carry out the lawful orders of the Board and of its Chief Executive and to fulfil all requisite duties as a sub-accounting officer including responsibility for the property and equipment of the E.T.B. in his/her charge at any time.

     

      1. Attendance at In-service Courses/C.P.D. Courses

    The Board may require an Adult Education Officer to attend such In-service/C.P.D. courses as the Chief Executive may decide from time to time.

    1. Extern Work

    The Adult Education Officer will be required to devote his/her time to the discharge of the responsibilities of the post. It will not be permissible for him/her to engage in extern work not associated with or deriving from the normal duties of the post without the consent of the Board, which must be obtained beforehand, and that consent will only be given where it is clear that such extern work will not adversely affect the Officer’s ordinary work or be in competition therewith.

    1. Travelling and Subsistence Allowance

    Allowances in respect of travelling and subsistence will be payable in respect of necessary authorised journeys on the Board’s business at rates not greater than those sanctioned by the Minister for Education and Skills from time to time.

    Job Description

     

    The appointee will report to the Chief Executive Officer (or Deputed Officer) and will be delegated responsibility for the control, and management function of the Corporate Affairs / Procurement pillar.

     

    The duties will include offering advice and providing direction on the range of services delegated / assigned. The duties will also include the planning and implementation of relevant control systems in compliance with the Education & Training Boards Act, 2013 and other relevant Acts and Regulations, and in accordance with Education & Training Board policy and procedures.

    Main Duties of Assistant Principal Officers within MSLETB:

     

    • To plan, organise, control, manage and co-ordinate the efficient operation of the administrative “pillar” assigned to the appointee and to perform these duties in consultation and co-operation other ETB Management Team members.

     

    • To prepare monthly reports and annual plans/reports, and or other submissions as may be required from time to time by the Chief Executive, MSLETB, Department of Education and Skills, Comptroller and Auditor General, Internal Auditors and other appropriate organisations/bodies.

     

    • To liaise with Heads of Sections regarding matters and issues relating to the delivery of administrative services and in devising plans, reports and/or other aspects of MSLETB’s operation and development.

     

    • To advise, promote, organise and participate in, as appropriate, staff development programmes.

     

    • To assist/advise the ETB Management Team members in the development and maintenance of appropriate management and risk management measures.

     

    • To participate and contribute (on being assigned) to the business of all committees and working groups.
